Start by sorting out all the pieces. The longest will be the bottom, middle in the middle, and the shortest will be the top of the skirt.
Take the top & the middle pieces: With the fabric right sides together, pin the bottom (smooth) of the top row to the top (ruffled) part of the middle row
Pin the whole length of the piece, then sew together (use a 1/2" seam)
You now have two rows sewn together:
Now, with the fabric right sides together, pin the top of the bottom row to the bottom of the middle row.
Once it's all pinned, sew together:
At this point, the body of the skirt is sewn together, but it is flat, so we need to sew it into a circle.
First, if the 3 layers didn't end up the exact same size, trim off any extra:
Then, with right sides together, pin the 2 short ends together, making the skirt into one large circle.
Make sure that the seams match up, and that you include the edges of the ruffles.
Sew it together.
Now you need to attach the waistband to the top of the top row. The waistband should be right-side out, pin it to the right side of the top of the top row. After you pin the waistband around, there will be small gap between the 2 edges of the waistband, that is where the bow will go.
Sew the waistband on.
Feed the ribbon/elastic through the loop of the waistband.
Once the ribbon comes out the other side, spread the fabric along the length of the elastic, tie a bow, and you're done!
